Abstract: A system and a method minimize power consumption, signalling overhead, and processing load in blind scheduling in a mobile communication system. A User Equipment (UE) detects a type of an uplink (UL) grant while it is periodically allocated the UL grant. If there is no data to transmit using the UL grant, the UE determines whether to transmit a padding Medium Access Control (MAC) Protocol Data Unit (PDU) to an Evolved Universal Terrestrial Radio Access Network (E-UTRAN) Node B (eNB) using the UL grant according to the type of the UL grant.

Abstract: Various embodiments of the present disclosure relate to a method for transmitting and receiving data in a wireless communication system. A method by which a terminal transmits a power headroom report (PHR) in a wireless communication system, according to one embodiment of the present disclosure, can comprise the steps of: receiving signaling information including at least one indicator indicating PHR reporting for at least one cell among cells for a dual connectivity operation; and transmitting at least one PHR for the at least one cell corresponding to the at least one indicator. The at least one cell can be a primary cell (Pcell) serving the terminal and/or a primary secondary cell (PScell) serving the terminal.

The transmitting method may comprises receiving configuration information related to transmission of the SR from an enhanced node B (eNB), determining a value of a timer for prohibiting an SR transmission based on the received configuration information, and transmitting a set of SRs, wherein the timer may start at the time of transmission of a first SR of the SR set.

Abstract: A method and apparatus are provided for transmitting power headroom information by a terminal in a mobile communication system. The method includes receiving, by the terminal, information for an allocated uplink transmission resource; identifying whether a path loss has changed by more than a threshold, after transmitting last power headroom information, when the terminal has the allocated uplink transmission resource; in case that the path loss has changed by more than the threshold when the terminal has the allocated uplink transmission resource, determining a transmission of the power headroom information; and transmitting an uplink packet including the power headroom information based on the allocated uplink transmission resource. The power headroom information is obtained based on a difference between a maximum transmission power of the terminal and a transmission power of the terminal.

The method for receiving system information includes receiving system information comprising first partial bits of a system frame number (SFN) on a broadcast channel in a first subframe of a radio frame within a broadcast channel transmission period, the first partial bits having the same value during one broadcast channel transmission period comprising a plurality of radio frames; acquiring second partial bits of the SFN based on decoding the broadcast channel, the second partial bits having different values for different radio frames within the broadcast channel transmission period; and determining the SFN from the first partial bits and the second partial bits.

Abstract: A method and an apparatus are provided for monitoring a physical downlink control channel (PDCCH) by a user equipment (UE) in a wireless communication system. The UE receives a system information block (SIB) from a base station. The UE identifies downlink (DL) subframes indicated by a first time division duplex (TDD) uplink (UL)/DL configuration in the SIB. The UE monitors the PDCCH transmitted from the base station on at least one DL subframe included in an active time of a discontinuous reception (DRX) cycle among the DL subframes. The UE obtains information about a second TDD UL/DL configuration from the monitored PDCCH. The UE monitors the PDCCH using the second TDD UL/DL configuration. The active time includes a duration corresponding to a number of at least one consecutive DL subframe at a beginning of the DRX cycle.
