    Abstract: The present disclosure relates to communication schemes for combining 5G communication systems with IoT technology to support higher data transmission rate as post-4G systems and systems for the same. The present disclosure may be used in intelligent services (e.g., smart home, smart building, smart city, smart car, or connected car, health-care, digital education, retail business, security and safety-related services, etc.) based on the 5G communication technology and IoT-related techniques. Disclosed is a method for transmitting a scheduling request (SR) by a user equipment (UE) in a cellular communication system. The transmitting method may comprises receiving configuration information related to transmission of the SR from an enhanced node B (eNB), determining a value of a timer for prohibiting an SR transmission based on the received configuration information, and transmitting a set of SRs, wherein the timer may start at the time of transmission of a first SR of the SR set.

    Abstract: A method for receiving system information, a method for transmitting system information by a Node B in a mobile communication system, a user equipment (UE) for receiving system information, and a Node B for transmitting system information by a Node B in a mobile communication system are provided. The method for receiving system information includes receiving system information comprising first partial bits of a system frame number (SFN) on a broadcast channel in a first subframe of a radio frame within a broadcast channel transmission period, the first partial bits having the same value during one broadcast channel transmission period comprising a plurality of radio frames; acquiring second partial bits of the SFN based on decoding the broadcast channel, the second partial bits having different values for different radio frames within the broadcast channel transmission period; and determining the SFN from the first partial bits and the second partial bits.

    Abstract: A method and an apparatus are provided for monitoring a physical downlink control channel (PDCCH) by a user equipment (UE) in a wireless communication system. The UE receives a system information block (SIB) from a base station. The UE identifies downlink (DL) subframes indicated by a first time division duplex (TDD) uplink (UL)/DL configuration in the SIB. The UE monitors the PDCCH transmitted from the base station on at least one DL subframe included in an active time of a discontinuous reception (DRX) cycle among the DL subframes. The UE obtains information about a second TDD UL/DL configuration from the monitored PDCCH. The UE monitors the PDCCH using the second TDD UL/DL configuration. The active time includes a duration corresponding to a number of at least one consecutive DL subframe at a beginning of the DRX cycle.

According to an embodiment of the present disclosure, a method for transmitting control information in a wireless communication system comprises generating a header including a plurality of MAC subheaders and a medium access control (MAC) control information including a control field indicating whether there are included information related to a power headroom for a primary cell (PCell) and information regarding secondary cells (SCells) reportable to an extended power headroom and transmitting a payload including the MAC control information and the header, wherein the control field indicating activation or deactivation of at least one of the SCells.
