A polar code coding/decoding method, a sending device, and a receiving device are disclosed. The method includes: selecting, by a sending device, K non-punctured-position sequence numbers as a reference sequence number set based on a quantity K of information bits and a reliability-based order of N polarized channels of a polar code whose code length is N, where a reliability of a polarized channel corresponding to any sequence number in the reference sequence number set is greater than or equal to reliabilities of polarized channels corresponding to remaining (N−K) sequence numbers; determining, by the sending device, an information-bit sequence number set based on a determining condition and the reference sequence number set; and performing, by the sending device, polar coding on to-be-coded bits based on the information-bit sequence number set.

Embodiments of the present invention provide a control information transmission method and apparatus. The control information transmission method includes: determining, by a network device, N pieces of to-be-jointly-coded downlink control information DCI, where N is an integer greater than or equal to 2; coding, by the network device, the N pieces of DCI in a polar coding manner, to obtain one codeword; and mapping, by the network device, the codeword to a time-frequency resource of a downlink control channel for sending. According to the embodiments of the present invention, not only a relatively high coding gain can be obtained, but a relatively low average processing latency on a decoder side can also be obtained.

A mobile service information display method, a mobile service information server and system are provided, which can avoid a waste of resources of the mobile service information system. The method includes: determining mobile service information according to obtained location information of a mobile terminal at a current moment and obtained location information of the mobile terminal within preset duration prior to the current moment; and sending the determined mobile service information to the mobile terminal for display.

Embodiments of the present disclosure provide example methods and apparatuses for transmitting pattern information. One example method for transmitting pattern information includes obtaining pattern information and sending the pattern information to UE. The first pattern information indicates that the spectrum of the first cell is allocated to the first RAT in a first plurality of sub-frames and that the spectrum of the first cell is allocated to the second RAT in a second plurality of sub-frames. The first pattern information enables at least one of the UE to select any sub-frame in the first plurality of sub-frames to measure a CRS if the UE RAT pattern corresponds to the first RAT or the UE to select any sub-frame in the second plurality of sub-frames to measure the CRS if the UE RAT pattern corresponds to the second RAT.

In the disclosure, a user equipment receives, from a base station, a measurement period parameter for measuring a component carrier. The user equipment calculate a measurement period for a non-active component according to the received measurement period parameter and a signal measurement estimation value of the non-active component carrier, and performs measurement on the non-active component carrier with the calculated measurement period for the non-active component.
