Abstract: A method for reporting a buffer status report and terminal devices are provided. The method by a terminal device comprises: receiving first uplink resource scheduling information sent by a base station, wherein the first uplink resource scheduling information is used to indicate a first uplink resource allocated to the terminal device; when the first uplink resource cannot carry an entire buffer status report (BSR) of the terminal device, sending a first part of the entire BSR of the terminal device to the base station on the first uplink resource, wherein the first part does not comprise the entire BSR of the terminal device. The method provides a solution to sending BSR for a D2D device with limited resources.
