Abstract:
A communication apparatus and method of a content router control a traffic transmission rate in a content-centric network (CCN), and the content router. In the communication method and the content router, a congestion of a network may be predicted, a warning signal indicating the congestion may be added to an interest packet, and the interest packet with the warning signal may be transmitted. Additionally, a traffic transmission rate may be controlled by adjusting a data packet transmission time based on a value of a marked field of a PIT. The PIT is set by receiving an interest packet to which a warning signal is added. Thus, the communication apparatus and method thereof provide reachability, while maintaining stability of network routing.
Abstract:
Methods and apparatus are provided for implicit block segmentation in video encoding and decoding. An apparatus includes an encoder for encoding at least a portion of a picture using a block segmentation process performed on a pixel difference of at least two predictors for the portion. The encoder implicitly signals block segmentation information for use by a decoder to decode the portion.

An apparatus and method for tunable wideband solar radio noise measurement is provided. Accordingly, it is possible to directly measure the absolute flux of solar radio waves in a desired frequency band using a tunable receiver, and accordingly, to protect radio communication broadcasting systems located on the earth from its damage caused due to radio burst, noise and the like.

A 3D video and graphics processing system may include at least one interface to receive an input video stream. The input video stream may include a 2D, a 3D, or a 2D/3D mixed content stream. A decoder may decode the input video stream. A processor may determine a source format of the input video stream from the decoded input video stream, and determine a target format for an external device to use to display content. The processor may further determine whether the source format matches the target format, if yes, the processor may send the input video stream to the at least one interface, and if no, the processor may modify the input video stream to be in the target format and send the modified input video stream to the at least one interface, for transmitting as an output video stream to the external device.

In a network system sharing data, specific segments from a plurality of segments constituting the data may be received from mutually different terminals. For this, a transmission region may be determined by calculating a transmission offset corresponding to the plurality of terminals, and at least one segment included in the determined transmission region may be received from a corresponding terminal.
