    Abstract: Embodiments of the present disclosure provide a cell access method, an apparatus, and a system, where the method includes: when user equipment camps on a first cell, receiving, by the user equipment, a first signal offset of the first cell and a random access failure threshold of the first cell; attempting, by the user equipment, to perform random access to the first cell, and counting a quantity of random access failures; and if the quantity of random access failures reaches the random access failure threshold, performing cell reselection, by the user equipment, by using the first signal offset for the first cell; and if no cell meets a service condition in cell reselection, performing cell reselection, by the user equipment, without using the first signal offset. Therefore, a service interruption problem of user equipment when random access to a cell fails in the prior art can be resolved.

    Abstract: Embodiments of the present disclosure relate to the field of communications technologies, and provide a radio bearer reconfiguration method, a radio bearer establishment method, user equipment, and a base station. The method includes receiving, by a UE, a radio bearer reconfiguration indication sent by abase station, where the radio bearer reconfiguration indication includes a radio bearer identifier and a target configuration parameter, the radio bearer identifier indicates a target radio bearer that needs to be reconfigured, and the target configuration parameter corresponds to a configuration item of the target radio bearer that needs to be reconfigured; releasing, by the UE, the target radio bearer; and transmitting, by the UE, signaling and/or data on the corresponding target radio bearer according to the target configuration parameter.

    Abstract: A method, a terminal, and a base station for asynchronous uplink transmission are provided, to reduce an uplink data transmission latency and signaling overheads when a terminal and a base station are in out-of-synchronization state. The method includes: obtaining asynchronous transmission parameter information that is the same as that of a base station, where asynchronous transmission parameter information includes physical resource information, modulation and coding scheme information, and physical resource frame format information, and the physical resource frame format information includes length information of a physical resource frame; determining a length of an asynchronous transmission frame according to the physical resource frame format information; and sending first uplink information to the base station according to the asynchronous transmission parameter information by using the asynchronous transmission frame.
