Abstract: Disclosed is a 5G or pre-5G communication system for supporting a data transmission rate higher than that of a 4G communication system such as long term evolution (LTE). Disclosed is a method by which a terminal transmits a buffer status report (BSR) in a communication system, including allocating an uplink resource from a base station; comparing the number of padding bits with a value obtained by summing the size of the BSR and the size of a sub-header of the BSR; and transmitting, to the base station according to the comparison result, the BSR including information indicating the presence or absence of a field representing a buffer size for at least one logical channel group (LCG).

Abstract: A method and apparatus are provided for controlling an active state in a mobile communication system. The method includes receiving, from a base station, information related to a starting position of an active state and information related to a length of a first timer; deriving the starting position of the active state based on the information related to the starting position; starting the first timer set to the length of the first timer and entering the active state at the derived starting position; terminating the active state if control data indicating a transmission of user data is not received until the first timer expires; extending a period of the active state if the control data is received before the first timer expires; and terminating the active state based on a control signal indicating a termination of the active state.

Abstract: A method and an apparatus are provided for monitoring a physical downlink control channel (PDCCH) by a user equipment (UE) in a wireless communication system. The UE receives a system information block (SIB) from a network. The UE identifies at least one downlink (DL) period based on a first time division duplex (TDD) uplink (UL)/DL configuration included in the SIB; monitoring, by the UE, the PDCCH during the at least one DL period using a discontinuous reception (DRX) operation. The UE obtains information about at least one second TDD UL/DL configuration for one or more time intervals from the monitored PDCCH. The monitoring of the PDCCH comprises monitoring the PDCCH in an active time of a DRX cycle. The active time includes a time when the UE performs continuous reception.

Abstract: Methods and apparatuses are provided for operating a base station in a wireless communication system. Capability information on an aggregation operation using a first RAT and a second RAT, is received from a terminal. A first message including a SSID of an access node and information on an authentication for the access node, is transmitted to the terminal. A second message for requesting to allocate a resource of the second RAT, is transmitted to the access node. First data is transmitted to the terminal by using on the first RAT and second data is transmitted to the terminal via the access node by using the second RAT, after the terminal performs an association and the authentication with the access node based on the SSID and the information on the authentication. The base station supports the first RAT. The access node supports the second RAT.

Abstract: A method and apparatus for initiating communications on a shared channel in a mobile communication system are provided. A user equipment transmits an uplink signal for requesting communications on the shared channel to a Node B, and waits for a delay duration without monitoring a downlink after transmitting the uplink signal. When the delay duration has elapsed, the user equipment monitors the downlink during a valid period and determines whether a downlink signal responding to the uplink signal is received in a transmission time interval within the valid period. When the downlink signal is received in the valid period, the user equipment transmits and receives data on the shared channel.

Abstract: A method and apparatus are provided for transmitting power headroom information by a terminal in a mobile communication system. The method includes receiving, by the terminal, information on an allocated uplink transmission resource; determining whether a path loss has changed more than a threshold, after transmitting last power headroom information, when the terminal has the allocated uplink transmission resource; if the path loss has changed more than the threshold when the terminal has the allocated uplink transmission resource, determining a transmission of the power headroom information; and transmitting an uplink packet including the power headroom information using the allocated uplink transmission resource. The power headroom information is obtained based on a difference between a maximum transmission power of the terminal and a transmission power of the terminal.

Abstract: A bearer reconfiguration method performed by a User Equipment (UE) in a wireless communication system supporting a multi-bearer is provided. The bearer reconfiguration method includes, if the UE performs a bearer reconfiguration from a single bearer to the multi-bearer, reordering Packet Data Convergence Protocol (PDCP) Protocol Data Units (PDUs) received through the multi-bearer, using a timer after a completion of the bearer reconfiguration, and processing the reordered PDCP PDUs into at least one PDCP Service Data Unit (SDU). The method may also include, if the UE performs bearer reconfiguration from the multi-bearer to the single bearer, reordering PDCP PDUs received through the multi-bearer, using a timer until a predetermined condition is satisfied, and processing the reordered PDCP PDUs into at least one PDCP SDU.
