Abstract: Methods, systems, and devices for wireless communications are described for providing local broadcasts for group calls. A user equipment (UE) may request a group call, and either a base station or a local server dedicated to the base station may determine whether to allow the group call based at least in part on an assessed level of interest for the group call. If the group call occurs, the UE may perform one or more aspects of user plane processing for the broadcast data—such as setting Internet protocol (IP) addresses in IP packets, encryption, compression, or media formatting—and may transmit the broadcast data to the base station. The base station may then transmit the broadcast data to one or more interested UEs via one or more multicast transmissions without routing the broadcast data through other network nodes, which may reduce latency and provide other benefits.

Abstract: Methods, systems, and devices are described for wireless communication. A user equipment (UE), for example, may determine a content size of an uncompressed buffer and a content size of a compressed buffer. The UE may then generate a buffer status report (BSR) based on the content sizes of the uncompressed buffer and the compressed buffer. Alternatively, a base station may receive a BSR based on a size of an uncompressed buffer of the UE. The base station may then receive a compressed packet from the UE and may determine a compression gain based on a size of the compressed packet and a size of a corresponding uncompressed packet. The base station may then adjust the received BSR based on the compression gain.

The UE can thus use a mobility procedure to transition from the first RAT to the second RAT that is supported in the UE's location without first attempting an unsupported mobility procedure, reducing transition latency.

Abstract: The disclosure provides for a user equipment (UE) to change from a first network to a second network for an internet protocol (IP) multimedia subsystem (IMS) call. Initially, the UE has a connection to a first network providing an IP address for the UE. The UE may receive, via the first network, a message indicating an incoming IMS call. The UE may transmit one or more IMS call setup messages on the first network at an IP layer. The UE may change the connection from the first network to a second network that uses a same identifier for the UE (e.g., the IP address). The UE may complete setup of the IMS call on the second network using the same identifier for the UE.

A user equipment (UE) may transmit a power headroom report (PHR) to a first base station on a first link of a split bearer and to a second base station on a second link of the split bearer. The UE may evaluate a characteristic associated with the first link or the second link after transmitting the first PHR, and adjust a transmit power value transmitted in the PHR associated with the first link or the second link, or both based on the evaluation. As a result, the UE may transmit an adjusted PHR to the first base station or the second base station, or both.
