Abstract: The present invention relates to a wireless communication system. Abstract: The present invention relates to a method for transmitting signals by a user equipment (UE) in a radio resource control (RRC) inactive state or a RRC idle state at a wireless communication system. In particular, the method includes the steps of: measuring neighboring cells; identifying one of the neighboring cells fulfilled with conditions for a cell reselection procedure based on a result of measuring; determining whether to perform the cell reselection procedure with the one of the neighboring cells by considering a timer; and transmitting an uplink data or receiving a downlink data, without performing the cell reselection procedure during the timer is running, when it is determined not to perform the cell reselection procedure.

Abstract: A method for monitoring a physical downlink control channel (PDCCH) with a discontinuous reception (DRX) related timer by a user equipment (UE) configured not to transmit a Hybrid Automatic Repeat and request (HARQ) feedback for the DL HARQ process in a wireless communication system is disclosed. Especially, when the UE processes the data block, a timer for monitoring subsequent PDCCHs related to retransmission of the DL HARQ process is started without transmitting the HARQ feedback upon a first Physical downlink Control Channel (PDCCH) for the DL HARQ process is detected. Then, while the timer is running, the UE monitors subsequent PDCCHs related to retransmission of the DL HARQ process. Further, when decoding of DL data related to the second PDCCH successes, the timer is stopped and monitoring subsequent PDCCHs for the DL HARQ process is skipped.

Abstract: A user equipment (UE) determines whether a size of data available for transmission in a PDCP (Packet Data Convergence Protocol) entity of the UE, excluding a size of a PDCP Control PDU (Protocol Data Unit), exceeds a threshold value. Here, the PDCP Control PDU is predetermined to be transmitted through the first link of the bearer. The PDCP entity of the UE informs an indication on (a) the size of the data available for transmission, or (b) the size of the PDCP Control PDU, to a first entity of the UE for the first link based on the determination, and the first entity can transmit a buffer status report to the network based on the indication. Here, the size of the data available for transmission in the PDCP includes the size of the PDCP Data PDU and the size of the PDCP Control PDU.

Abstract: A method for performing a random access (RA) procedure by a user equipment (UE) in a wireless communication system is provided. The method comprises: selecting a uplink carrier for the RA procedure between a first uplink carrier for a serving cell and a second uplink carrier for the serving cell; and performing a first random access preamble (RAP) transmission for the RA procedure through the selected uplink carrier. Selecting the uplink carrier comprises: selecting the first uplink carrier when a downlink signal quality of the serving cell is less than a first threshold, and selecting one of the first and second uplink carriers randomly when the downlink signal quality of the serving cell is equal to or above the first threshold.
