    Abstract: The system and method of the present invention facilitates an improved Home Location Register (HLR) that includes a fraud protection mediation module for use in a mobile telephone system. The fraud protection mediation module operates in any one of the following situations: (1) a registration notice (REGNOT) is received by the HLR from a Mobile Switching Center (MSC) currently serving a subscriber in a roaming area; (2) a qualification request (QUALREQ) is received by the HLR from a serving MSC for obtaining a subscriber's profile; and (3) the HLR sends a qualification directive to a serving MSC, with the updated or modified profile of the subscriber. By using the improved HLR of the present invention, a carrier may have the HLR bypass the fraud protection processing in areas that support authentication processing to provide convenience to the subscribers so that they do not have to enter their PINs to use their cellular phones. Alternatively, if authentication processing is available, the cellular carrier may use fraud protection processing as a backup protection measure.

    Abstract: An improved home location register (HLR) that includes a switch capability mediation module for implementing switch capability mediation between different mobile switching centers (MSCs). According to the invention, when one MSC (home MSC of a receiving party) attempts to communicate with another MSC (serving MSC) via the HLR serving the home MSC, the mediation module determines whether the two MSCs are provided by different vendors and whether they implement different capabilities, based on the MPCM (MSC ID Point Code Map) file records of both the originating and serving MSCs. The MPCM files store MSCs' network configuration information. For each capability involved, the mediation module determines which one of the three situations are present: (1) the originating MSC has this particular capability, but the serving MSC does not; (2) the originating MSC does not have this capability, but the serving MSC does; and (3) both the originating and serving MSCs have this capability but implement it in different ways. Depending on which situation is present, the mediation module provides appropriate capability mediation between the two MSCs. In any of the above three situations, if the mediation module determines that it cannot mediate between the two different MSCs, based on the particular capability involved, it may deny the call entirely. Thus, by using the improved HLR of the invention, the communication between two different MSCs may be properly established and optimized.

    Abstract: The present invention provides an improved home location register (HLR) that includes an application program for implementing configurable call forwarding bins in a mobile telephone system. According to the invention, a number of call forwarding bins are provided for subscribers. Each forwarding bin must be individually authorized to become available to a subscriber. Furthermore, if a bin is authorized, depending on whether a bin is locked or not, either the cellular carrier or the subscriber can activate the bin and/or modify a forward-to number in the bin. Moreover, a priority list is provided, corresponding to a particular status of the subscriber's cellular phone. (i.e. busy, no answer, etc.) and whether the subscriber is in the home area or a roaming area. The priority list identifies selected bin numbers that the application program needs to check. The bin that has the highest priority on the list and is authorized and activated will be selected. The forward-to number in that bin will be used for call forwarding. If none of the bins in the priority list is authorized and activated, a switch default number is used to redirect incoming calls, so that an announcement will be played to calling parties. Therefore, by using the improved HLR of the invention, more call forwarding bins-can be implemented. Moreover, these bins can be easily configured in desired ways to allow either a cellular carrier or a subscriber to control the use of selected bins. Additionally, in providing call forwarding services, a plurality of bins are checked to find an appropriate forward-to number, thus avoiding sending erroneous messages to calling parties.
