In a service offloading method and a base station that are provided in the present invention, a base station is used to determine an offloading decision according to the preset (ANDSF) policy, the load information of the access point (AP), the service type information of the user equipment (UE), and load information, which is recorded in the base station, of a 3GPP network, and deliver the offloading decision to the UE, so that the UE offloads the service to the 3GPP network or a wide local area network (WLAN) according to the offloading decision. With the offloading method, an optimal network for offloading can be selected according to load information of all networks for a service performed on UE, occurrence of phenomena of network load imbalance can be reduced, and service experience of a user is improved.

Embodiments of the present invention provide a fault detection method, including discovering that a fault occurs in a DNS server or a service server related to a UE; performing, by a gateway, fault detection on the DNS server or the service server; and, after the fault is rectified, instructing the UE to establish a connection to the DNS server or the service server. Correspondingly, the embodiments of the present invention further provide a gateway, a UE, and a communications system, thereby avoiding frequent air interface release and connections, and frequent bearer deactivation and activation, which reduces the signaling overhead of the system, and enhances stability of a mobile network.

The method includes: A first network element obtains capability information of an access and mobility management function network element, where the capability information is used to indicate that the access and mobility management function network element has a capability of performing signaling transmission with a radio access network through a target interface function network element. The first network element selects the target interlace function network element based on the capability information, where the target interface function network element is used for signaling transmission between the access and mobility management function network element and the radio access network. Therefore, according to the technical solutions provided in this application, the first network element obtains the capability information of the access and mobility management function network element, and selects the corresponding target interlace function network element based on the capability information.

The present invention provides a congestion control method and apparatus. The method includes: sending, by a user equipment, a first network connection request to a network device of a first mobile network; receiving, by the user equipment, a first network connection rejection message from the network device, where the first network connection rejection message includes network switching indication information, where the network switching indication information is used for instructing the user equipment to switch to a second mobile network, and the network switching indication information is from a subscription manager SM; and accessing, by the user equipment, the second mobile network according to the network switching indication information. The present invention ensures normal execution of a service on an eUICC user equipment when network congestion occurs.

A method, an apparatus, and a system for paging processing and information displaying are disclosed. The paging processing method includes: receiving a paging request message from a Mobile Switching Center (MSC) which a called User Equipment (UE) registers to; and when the called UE is connected, sending a paging notification message to the called UE, and returning a called-UE paging status message to the MSC. In the embodiments of the present invention, after the Mobility Management Entity (MME) receives the paging request message from the MSC, if the called UE is connected, the MME not only sends a Circuit-Switched (CS) paging notification message to the called UE, but also returns a paging status message to the MSC, indicating that the called UE has received the paging notification message.

Embodiments of the present application provide a method for a handover without a default bearer. A first network device sends a relocation request to a second network device. The second network device establishes a connection to a third network device indicated by the relocation request, and sends a response to the first network device and indicates that data is to be sent by using a signaling plane. Then the first network device instructs a source network device to forward the data to a target network device according to a forwarding mode indicated by a handover command. Alternatively, after the second network device establishes the connection to the third network device indicated by the relocation request, the third network device caches data, and after a handover of user equipment is completed, the third network device sends the cached data to the second network device.
