The method comprises: transmitting, to a serving cell, a system information acquisition failure report message that requests the transmission of compulsory system information; operating a system based on the acquired compulsory system information upon the acquisition of the compulsory system information as a response to the system information acquisition failure report message; and performing a connection recovery upon the failure of the acquisition of the compulsory system information as a response to the system information acquisition failure report message.

A method and apparatus for enforcing a prioritized bit rate (PBR) in a wireless communication system is provided. A user equipment (UE) receiving a PBR and a division reference, for a radio bearer in which uplink (UL) data is transmitted through a plurality of media access control (MAC) entities, and divides the PBR to at least one MAC entity among the plurality of MAC entities according to the division reference. And, the UE generates at least one MAC protocol data unit (PDU) by applying the divided PBR to the at least one MAC entity.

The present invention relates to a method for performing a random access, and more specifically, to a method for a terminal performing a random access in a wireless communication system, and comprises the steps of: receiving from a base station a random access preamble index and an indicator related to the random access; and transmitting to the base station a random access preamble that corresponds to the index, wherein the indicator related to the random access indicates what is a radio network temporary identifier (RNTI), which is used for transmitting a physical downlink control channel that indicates a response to the random access.

The delay-tolerance information indicates whether the user equipment is a delay-tolerant user equipment (UE), which allows a service delay. The network is operated based on the delay-tolerance information.

The present invention relates to a wireless communication system. More specifically, the present invention relates to a method and a device for transmitting a HARQ (Hybird-ARQ) feedback signal in the wireless communication system, wherein the method comprises: receiving 1st to ith data within a time window comprising subframes 1 to N, wherein the 1st to Nth data are transmitted by a base station for the time window, wherein the ‘i’ is a natural number no more than the ‘N’, and the 1st to the Nth data are the same, sequentially decoding the 1st to the ith data, wherein the ith data received at a subframe i is data first successfully decoded, and transmitting an ACK (Acknowledgement) signal for all the 1st to the Nth data at a subframe i+X, wherein the ‘X’ is a predetermined number for transmission of the HARQ signal.
