Abstract: This application relates to the field of wireless communication technologies, and in particular, to a time control, an apparatus, and a system. This application provides a timer control method, including: When downlink control information indicates data transmission of N hybrid automatic repeat request HARQ processes and a terminal device is configured with the N HARQ processes, where N is an integer greater than or equal to 2, a discontinuous reception inactivity timer is not started or the discontinuous reception inactivity timer is stopped. This application reduces time required by the terminal device to monitor a downlink channel or downlink data through control by the timer, thereby reducing power consumption of the terminal device.

Abstract: This application relates to a resource management method and an apparatus. The resource management method includes: A network device determines to release or disable one or more uplink resources, where the uplink resources are used to receive uplink data from a terminal device in idle mode. The network device sends first information, where the first information is used to indicate to release or disable a part or all of the one or more uplink resources. The network device may implement relatively flexible management on the uplink resources that are configured for the terminal device and that are used for transmission by the terminal device in idle mode, so that the network device may also schedule the uplink resources when needing to schedule uplink resources.

Abstract: Embodiments of this application provide a random access method. The method includes: determining, by a terminal device, a second access carrier based on a pre-obtained access carrier information list and information about a first access carrier that is indicated by a base station and that can be used for access, where the access carrier information list includes information about all carriers that support random access; and then performing, by the terminal device, random access on the second access carrier. This reduces a probability of a collision between the terminal device and the another terminal device, and avoids interference on use of the another terminal device.

Abstract: Example data scheduling methods and apparatus are described. One example method includes obtaining, by a base station, capability information of user equipment (UE).
