The first network node transmits the base stream over a multicast channel and the second network node transmits the enhanced stream in synchronism with the transmitted base stream over a unicast channel. Various options are detailed for how this synchronism is achieved, and the second network node need only transmit the higher bit-rate enhancement stream on user request or if network conditions permit. A user equipment receives the base and enhancement streams, combines them, and displays the combined stream to a user at a graphical display interface. The allocation has control signaling indicating a number of the allocated PDSCH subframes that lie within a multiplexing window. The pico network node sends to the UE data on each of the allocated downlink subframes. The UE is also configured for a PCell with a macro network node not co-located with the pico. The UE determines from control signaling the number of PDSCH subframes that are allocated; and checks the determined number against PDSCH subframes it's received, to detect whether any allocated PDSCH subframe is missed. In an embodiment the control signaling is two bits per allocated downlink subframe as an assignment indication.

Then the node/database sends to each mth one of the plurality of M user devices a set of parameters that define a periodic time window that is specific to the group to which the mth user device is registered. The time window restricts times at which the mth user device can access a data source of spectrum use information. Balancing the number of user devices among the groups, spreads database accesses in time and overloads are less frequent and less severe.
