    Abstract: A setting unit sets the operating mode of an aerial vehicle to a first operating mode that transmits, data generated by a host aerial vehicle and data received from another aerial vehicle to a processing device, or a second operating mode that transmits data generated by a host aerial vehicle to another aerial vehicle. At this time, setting unit sets the operating modes of each of a plurality of aerial vehicles using a setting method corresponding to the attributes of an airspace in which aerial vehicle flies, from among a plurality of setting methods that set the operating mode of aerial vehicle. The attributes of an airspace include attributes determined in accordance with a degree of importance pertaining to the process of transmitting data from aerial vehicle to a server device and/or attributes determined in accordance with the extent to which processes are distributed among a plurality of aerial vehicles.

    Abstract: The location detection unit detects a destination location for delivery of an item by a drone. The release determination unit determines whether the drone transporting the item can release and place the item at the destination. Upon determination that the release and placement is not possible, a standby airspace determination unit determines a standby airspace within which the drone waits. The wait-time determination unit determines a wait-time for the drone in the determined standby airspace. The wait-time determination unit determines a wait-time by which the drone can arrive at a next destination by a scheduled arrival time following departure of the drone departs after standby. The standby instruction unit issues to the drone an instruction related to the standby.

    Abstract: When utilizing a flying vehicle to monitor an animal that is grazing, the stress of the animal targeted for monitoring is mitigated. An acquisition unit acquires position information indicating the position of an animal that is grazing. A determination unit determines the reactivity of the animal to the approach of a flying vehicle. A setting unit sets a distance that depends on the determined reactivity. An instruction unit instructs the flying vehicle to start flying toward a monitoring position corresponding to the position indicated by the acquired position information and the set distance, and to perform processing for monitoring the animal on the basis of the monitoring position.

    Abstract: Allocation result accumulation unit accumulates allocation results of each business operator that requests allocation of flight airspace of drone. Allocation result accumulation unit accumulates, as the allocation results, an allocated airspace amount represented by the size of allocated flight airspace and the period in which flight in the flight airspace is permitted. When allocation requests are received from multiple business operators, flight airspace allocation unit allocates flight airspace by giving priority to a high priority business operator according to the allocation results accumulated in allocation result accumulation unit with respect to each business operator. Flight airspace allocation unit allocates the flight airspace by assigning a higher priority to a business operator for which the allocated airspace amount that has been accumulated is small.
