The method includes: obtaining a first sequence used to encode K to-be-encoded bits, where the first sequence includes sequence numbers of N polarized channels, the first sequence is same as a second sequence or a subset of the second sequence, the second sequence comprises sequence numbers of Nmax polarized channels, and the second sequence is the sequence shown in Sequence Q11 or Table Q11, K is a positive integer, N is a positive integer power of 2, n is equal to or greater than 5, K≤N, Nmax=1024; selecting sequence numbers of K polarized channels from the first sequence; and performing polar code encoding on K the to-be-encoded bits based on the selected sequence numbers of the K polarized channels.

Abstract: This application provides a method for federated learning. Abstract: When cell system information changes, a first terminal device receives, during on duration of the first terminal device, system information sent by a second terminal device, so that the first terminal device can receive the system information through a sidelink between the first terminal device and the second terminal device without a need to maintain a cellular link, thereby reducing complexity and power consumption of system information transmission. Alternatively, when cell system information changes and a first terminal device has only one receive radio frequency chain, the first terminal device obtains system information within a gap period of communication between the second terminal device and the first terminal device through a link between the first terminal device and a network device, so that the first terminal device maintains a cellular link only within the gap period, thereby reducing complexity and power consumption of system information transmission to some extent.

Abstract: Embodiments of the present invention disclose a communication method and a communications apparatus. In the communication method, a network-side device determines a resource configuration policy. The network-side device determines an operation mode of a terminal based on the resource configuration policy; broadcasts information about a plurality of configured resource pools and the operation mode, so that the terminal performs sending based on the configured one or more resource pools; and determines, based on the operation mode, that the terminal sends information on one or more resource units of the plurality of resource pools. According to the communication method and the communications apparatus provided in the specific embodiments of the present invention, the one or more resource pools are configured for a plurality of carriers for inter-terminal communication, so that the terminal can send a message on the one or more resource pools of the plurality of carriers.

When a PDCP entity over a UM DRB is re-established, or when a cell handover occurs and the PDCP entity over a UM DRB uses a key used before the handover, the PDCP entity determines a first SDU, where the first SDU is an SDU that is associated with a sequence number by the PDCP entity but whose corresponding data has not been transmitted through an air interface; and delivers a PDU corresponding to the first SDU to an RLC entity. Data corresponding to the first SDU is redelivered, to avoid a data packet loss caused by preprocessing of the PDCP entity.

Abstract: A bandwidth part processing method includes receiving, by a terminal, a first information and a second information from a network device. The first information indicates that at least one default bandwidth part (BWP) corresponds to at least two active BWPs, the second information indicates that the at least two active BWPs correspond to at least one first timer, and the at least one first timer is useable by the terminal to perform deactivation processing on at least one of the at least two active BWPs. The method further includes performing, by the terminal, deactivation processing on the at least one of the at least two active BWPs, and activation processing on a BWP in the at least one default BWP based on the first and second information, or performing deactivation processing on the at least one of the at least two active BWPs based on the first and second information.
