The embodiments of the present invention provide an access network offloading method, a device, and a system. The method includes: sending, by UE, a UE identifier and WiFi information of the UE to a base station, where the WiFi information includes a WiFi MAC ID of the UE; and searching, by the UE, for a wireless local area network WLAN signal, when an accessible WLAN network is found, sending an access request including the WiFi MAC ID of the UE to an access point of the WLAN network: WLAN AP, accessing the WLAN network, and enabling the WLAN AP to send the WiFi MAC ID of the UE to the base station, so that the base station performs matching according to the association relationship between the UE identifier of the UE and the WiFi MAC ID of the UE, and starts offloading the UE.

Embodiments of the present invention relate to a charging method and device. The method includes: obtaining, by a radio access device located in an access network, first information, where the first information includes or is used to indicate a type of service data borne on a radio interface of the radio access device and a type of the radio interface; and sending, by the radio access device, the first information to a charging network element located in a core network, so that the charging network element performs charging by using the first information. The method provided in the embodiments of the present invention can implement service data charging without requiring a wireless local area network access gateway, thereby simplifying a communication process between network elements and reducing management costs of a network.

In the data sending method, a receive end device performs a DRX operation at a low frequency based on a DRX parameter; and receives, in a time indicated by the DRX parameter, first indication information sent by a transmit end device, where the first indication information is used to instruct the receive end device to prepare to receive data at a high frequency. In this process, the receive end device performs the DRX operation only at the low frequency, and starts beam tracking only after receiving the first indication information that instructs the receive end device to receive the data at the high frequency, to avoid unnecessary beam tracking and save power of the receive end device.

According to the method, delay requirements of the MTC service can be satisfied, and communication quality of the MTC service can be ensured.
