When the temperature in a hot water tank 17 is low, a heat request is output from a heat request generator 42 and thereby an engine 11 is driven. When the temperature T higher than a predetermined temperature T1, a first water supply instructing unit 44 opens a valve 39 and supplies water to the tank 17 to decrease the water temperature T. When the water temperature goes down, thermal demand is generated, the engine 11 is driven according to the heat request. So as to generate thermal demand, a discharge valve 41 may be opened when the water temperature T is at the predetermined temperature or higher. A second water supply instructing unit 46 opens the valve 39 when reserved water level in the tank 17 goes down. When the valve 39 is opened, water is supplied and the water temperature goes down and thermal demand is generated. At a power failure of a commercial electric power system 14, thermal demand is generated forcibly.

A current-supply stopping section 38 commands to stop energizing a motor 3a in response to the judge. After the electricity supply is stopped, if the rotation speed is reduced to a value close to the cranking speed, judging section 36 outputs a signal to cancel the current-supply stopping commands from the current-supply stopping section 38. The detection of the motor speed is also continued even after the ignition, and if the speed is further increased, the speed detection is stopped. If the speed is increased to a value showing complete explosion, the speed judging section 36 switches the relays to a generator.

A method of starting an electric brushless rotating machine is provided where a large startup torque is obtained with no use of any rotor position detecting device and the forced commutation can be switched to normal energization easily and smoothly. At the startup stage, any two of three-phase stator windings are energized for initial magnetization (Steps S1 and S2) to hold the magnetic rotor at a position. Then, the windings of the phases are energized in a sequence while gradually increasing the level of the energization (Step S3). During the forced commutation, the magnetic rotor is rotated by a rotating position detecting signal generated from a voltage signal induced on the not-energized windings to drive the output shaft of an engine. Then, the energization is canceled when the number of revolutions in the internal combustion engine determined from the rotating position detecting signal reaches its predetermined level.
