    Abstract: Methods, systems, and devices for wireless communications are described. The described techniques provide for selecting a PRACH occasion (RO) based on downlink quality, access congestion, latency (e.g., time to next available RO), beam correspondence, random access in previous transmissions, or combinations of these factors. The user equipment (UE) may detect access congestion of synchronization signal blocks (SSBs) and select the less congested SSB in the RO selection. The UE may detect the access congestion by receiving a back-off indicator from the base station, detecting a contention resolution failure, or the number or media access control (MAC) subheaders in a random access response. In some cases, the ROs associated with different SSBs have different latencies and the UE may select the earliest available RO.

    Abstract: This disclosure provides systems, methods and apparatus for wireless communications that support fallback from a 2-step to a 4-step random access procedures. A user equipment (UE) may establish a connection with a base station using a random access procedure. The random access procedure may be a 2-step random access procedure and reduce a number of handover exchange messages. The 2-step random access procedure may include the UE transmitting, to the base station, a first random access message including a preamble and a payload. In some implementations, the base station may receive the preamble but fail to receive or decode the payload. The random access procedure may utilize the received preamble information instead of performing retransmission of the first random access message. The base station may transmit a second random access message to the UE indicating, explicitly or implicitly, a fallback to a 4-step random access procedure for connection establishment.

    Abstract: A method, a computer-readable medium, and an apparatus are provided for wireless communication that enables a UE to generate a PRACH message based on an SSB/CSI-RS for a first cell or first band and to transmit the PRACH message via another cell or another band. Aspects enable a base station to select an SSB index for transmitting downlink communication to the UE on the first cell/first band. A UE receives an SSB/CSI-RS from a base station through a first cell and transmits a random access message for the SSB/CSI-RS to the base station through a second cell. In another aspect the UE receives the SSB/CSI-RS from a base station through a first frequency range and transmits a random access message based on the SSB/CSI-RS to the base station through a second frequency range.

    Abstract: Methods, systems, and devices for wireless communications are described that support node connection techniques in wireless systems, such as relay node connections in a wireless backhaul network. A first node, which may be a new node or a node seeking to re-establish a connection, may initiate a connection establishment through transmission of a synchronization signal (SS). The first node, responsive to the SS transmission, may receive a response signal from one of the other nodes, and may establish a link with the other node. In some cases, the response signal may be an SS transmission from the other node, and the first node may transmit a random access request to the other node to initiate establishment of the link. In other cases, the response signal may be a random access request from the other node to initiate establishment of the link.
