A method and apparatus for indicating skipping of access class barring (ACB) in a wireless communication system is provided. An upper layer of a user equipment (UE) receives ACB skip bits, which indicates whether ACB check is skipped for a specific application or service, from a lower layer of the UE, initiates the specific application of service, and transmits an ACB skip indication to the lower layer of the UE, if skipping of the ACK check is allowed for the specific application or service according to the ACB skip bits.

A method for steering traffic performed by a terminal in a wireless communication system and a terminal using the method are provided. The method is characterized by: receiving first system information including a PLMN-ID list on which identities (ID) of a public land mobile network (PLMN) are listed according to a specific order; receiving second system information including RAN auxiliary information related to steering traffic between a first network and a second network; and steering traffic between the first and the second networks based on the first and second system information, wherein the second system information provides RAN auxiliary information for each PLMN, includes the same number of pieces of RAN auxiliary information as the number of PLMNs on the PLMN-ID list, and includes the RAN auxiliary information in the same order as the specific order of the PLMNs on the PLMN-ID list.

In a method for providing an GCSE (Group Communication Service Enabler) service in a wireless communication system, the present invention provides a method for switching from MBMS to unicast service, comprising providing a GCSE (Group Communication Service Enabler) service to a UE through MBMS (Multimedia Broadcast Multicast Services); detecting moving of the UE; receiving MBMS status information indicating whether a neighbor cell belongs to an MBSFN(MBMS Single Frequency Network) area from a MCE (Multi-cell Coordination Entity); based on the MBMS status information, checking whether a target cell of the UE is capable of providing a GCSE service through the MBMS; and transmitting the checking result to the MCE, where in case the target cell is unable to provide a GCSE service through the MBMS, the GCSE service is provided to the UE through a unicast bearer.

A method and apparatus for starting a device-to-device (D2D) operation in a wireless communication system is provided. A user equipment (UE) supporting proximity services (ProSe) starts a D2D operation if at least one of conditions is satisfied. For example, when the UE detects radio link failure or handover failure, when a radio resource control (RRC) connection re-establishment procedure fails, when any cell is not detected, when neither an acceptable cell or suitable cell is found, when RRC connection release is received, or when the UE enters an idle mode, the UE may start the D2D operation.

A user equipment (UE), which is able to communicate with a first node and a second node simultaneously, may performs a random access to the first node if initiated service corresponds to an emergency service or a service of the UE which has high priority. Alternatively, the UE may acquire bearer steering criterion, which indicates which bearer should be served either at the first node or the second node, from the first node, and determine whether to request the specific bearer service to the first node or the second node according to the bearer steering criterion.

A method and apparatus for transmitting a paging message in a wireless communication system is provided. A mobility management entity (MME) transmits a paging message, which includes an indication of user equipment (UE) capability for paging, to an eNodeB (eNB). The indication of UE capability for paging indicates whether a UE to be paged is a category 0 UE. The category 0 UE has a single receive antenna, and supports a transport block size (TBS) of maximum 1000 bits for a unicast uplink shared channel (UL-SCH) transmission or a unicast downlink shared channel (DL-SCH) reception. Upon receiving the UE capability for paging, the eNB transmits a paging message to a user equipment (UE) based on the UE capability for paging.
