Abstract: A method and an apparatus are provided. The method includes: An access network device sends DCI for a paging message to a terminal device, where the DCI includes scheduling information for downlink data. The access network device further sends first indication information included in the paging message to the terminal device, wherein the first indication information indicates that first downlink data corresponds to the terminal device. Therefore, when determining that there is downlink data to arrive, the terminal device determines a time-frequency location of the downlink data based on the scheduling information that is for the downlink data and that is in the DCI, and then receives the downlink data at the time-frequency location. According to the method and the apparatus provided in this application, a small amount of downlink data is transmitted, resource utilization is improved, and power consumption of the terminal device is reduced.

Abstract: An access control method and an apparatus, such that a network device sends an access control configuration information to a terminal device, where the access control configuration information is used to indicate access control mode information corresponding to at least one coverage area; and the terminal device determines the access control mode of the terminal device based on the access control configuration information and a coverage area of the terminal device. In one method, user equipment determines a logical channel used for to-be-transmitted Device to Device (D2D) data. The user equipment reports, to a network device, a D2D data volume of the logical channel group for the user equipment. The user equipment sends, on a D2D resource that is allocated by the network device to the user equipment according to the D2D data volume, the to-be-transmitted D2D data to another user equipment by using the determined logical channel.
