An RN receiver circuit receives and forwards the reported RSRP and UE total downlink interference for each UE. An RN processing and control circuit measures an RN total downlink interference; determines which UEs are closely located to the RN based on the reported RSRP of each UE; creates a UE-list with UEs determined to be closely located to the RN and which experience UE total downlink interference similar to the measured RN total downlink interference; determines whether the measured RN total downlink interference exceeds an RN interference threshold; and if so, controls the downlink transmissions to the UEs in the created UE-list.

In a cellular communication network, a method of dynamic mobility management in which a base station employing cell-breathing or other similar energy-efficiency mechanism notifies User Equipments (UEs) in its cell, either via broadcasting or with direct over-the-air signaling, that such a mechanism is utilized within the cell. The base station may also notify neighbor base stations of its use of cell-breathing. The neighbor base stations disseminate this information to UEs within their own cells, and consider this information when deciding whether to hand over a UE to a base station that is capable of performing cell-breathing. The base station may also inform UEs in the cell and/or neighbor base stations when it is preparing to reduce transmission power. UEs store information regarding which base stations use cell-breathing, and consider this information when performing cell reselections.

Preferably, resources for the direct D2D communications are selected to minimize, or at least substantially reduce, interference that results from the direct D2D communications in the cellular communication network. In general, either an uplink resource or a downlink resource of the cellular communication network is selected for a direct D2D communication link between a first wireless device and a second wireless device in order to minimize, or at least substantially reduce, interference caused to a third wireless device that uses the same uplink and downlink resources in the same and/or a neighboring cell of the cellular communication network.

In one embodiment, a downlink resource is selected as a resource for a direct D2D communication link between a first wireless device and a second wireless device if a base station serving each of the first and second wireless devices is equipped with an interference cancellation receiver and both the first and second wireless devices are less than a predefined threshold radio distance from their serving base station.
