Abstract: A method and apparatus for flexible resource configuration for unicast vehicle-to-everything (V2X) communication in new radio access technology (NR) is provided. The wireless is configured with a monitoring channel busy ratio (CBR) threshold and an entering CBR threshold. While performing sidelink transmission in a first transmission mode by using a third resource pool among at least one first resource pool for the first transmission mode, the wireless device measures a CBR of the third resource pool, and monitors at least one second resource pool for a second transmission mode based on that the CBR of the third resource pool is higher than the monitoring CBR threshold. Upon satisfying a condition related to the entering CBR threshold, the wireless device can perform sidelink transmission in the first transmission mode by using both the third resource pool and a fourth resource pool among the at least second resource pool.

Abstract: A method for performing a V2X communication in a wireless communication system and a device therefor are disclosed. A method for performing, by a user equipment (UE), a vehicle-to-everything (V2X) communication in a wireless communication system includes receiving a transmission request of a V2X message from an upper layer, when receiving the transmission request of the V2X message, selecting a resource for the V2X communication over a PC5 interface if the UE is ‘Not served by evolved universal terrestrial radio access network (E-UTRAN) for V2X communication’, and performing a transmission for the V2X communication over the PC5 interface. If the UE is camped on a cell supporting the V2X communication, and a carrier frequency provided by the cell on which the UE is camped does not belong to a pre-configured carrier frequency the UE intends to use, the UE is considered as ‘Not served by E-UTRAN for V2X communication’.

Specifically, a method for performing vehicle-to-everything (V2X) communication by a user equipment (UE) in a wireless communication system includes: receiving a transmission request of a V2X message of a V2X service identified by a V2X service identifier from an upper layer by using V2X communication through a PC5 interface, the transmission request including the V2X message and the V2X service identifier; requesting or selecting a resource for the V2X communication through the PC5 interface to a base station based on whether the UE is serviced by an evolved universal terrestrial radio access network (E-UTRAN) for the V2X communication; and transmitting the V2X message through the PC5 interface by transferring the V2X message to a lower layer, and when mapping between the V2X service identifier and a transmission parameter is configured, the transmission parameter associated with the V2X service identifier may be transferred to the lower layer together with the V2X message.

Abstract: A method for a user equipment (UE) to perform public land mobile network (PLMN) selection in a wireless communication system, and which includes selecting, by the UE, a first PLMN; in response to the first PLMN not providing direct communication resources, selecting, by the UE, a second PLMN providing direct communication resources; performing, by the UE, a registration on the second PLMN; receiving, by the UE, a failed registration code of “PLMN not allowed” due to a failing of the registration on the second PLMN; and performing, by the UE, the direct communication on the second PLMN in a limited service state. Further, the UE remains on the first PLMN based on a normal service state and the UE does not perform an additional PLMN selection during a duration of the direct communication in the second PLMN based on the limited service state.

Abstract: A network node of the present invention transmits downlink data for user equipment using a paging message. The user equipment can transmit to the network node a radio resource control (RRC) connection request message including acknowledgement information that indicates acknowledgement of the downlink data if the paging message contains the downlink data for the user equipment. The network node can transmit to the user equipment an RRC connection refusal message including information that indicates confirmation with respect to the acknowledgement information if the paging message contains the downlink data for the user equipment and the RRC connection request message contains the acknowledgement information.

The user equipment can determine that an EMM process complying with the EMM message has successfully been completed or can treat an EMM process complying with the EMM message as having been successfully completed if the user equipment receives an RRC disconnection, downlink data or service acceptance message for the EMM message.
