Provided are a method and apparatus for decoding a multi-layer video, and a method and apparatus for encoding a multi-layer video. The method includes obtaining a NAL unit including encoding information and type information of a first layer picture and identifying a type of the first layer picture, obtaining a NAL unit including encoding information and type information of a second layer picture and identifying a type of the second layer picture that is set to be the same as the type of the first layer picture having a same POC as the second layer picture, and decoding the first layer picture and the second layer picture based on the identified first layer picture type and the identified second layer picture type.

The scalable video encoding method includes: obtaining a peripheral pixel of an enhancement block based on a peripheral pixel of a base layer block corresponding to the enhancement layer block to be prediction-encoded, and performing intra prediction on the enhancement layer block by using at least one of a peripheral pixel of the enhancement layer block that is encoded before the enhancement layer block and then restored and a peripheral pixel of the enhancement layer block that is obtained based on a peripheral pixel of the base layer block.

In the method and device for decoding an image according to an embodiment set forth herein, a bitstream of an encoded image is received, one or more blocks in a picture are determined using split information obtained from the bitstream, a block map indicating whether or not a previous block among the one or more blocks has been decoded is determined, a neighboring region which is available to be referred to for a current block to be decoded in a certain scan order among the one or more blocks is determined, and the current block is decoded based on the neighboring region which is available to be referred to.

An image decoding method according to an embodiment includes determining reference pixels used to partition a coding unit, from among pixels adjacent to the coding unit, determining a partition location indicating a location of a boundary for partitioning the coding unit, based on at least one of a location having a highest pixel gradient and a location of a detected edge from among the reference pixels, obtaining a plurality of prediction units from the coding unit by partitioning the coding unit in a predetermined direction from the partition location, and predicting the plurality of prediction units.
