Abstract: A secondary cell activation method and apparatus relating to the communications field are described herein. The method may include sending, by an access network device, an activation command to a terminal device, where the activation command indicates activating a secondary cell. The method may also include sending, by the access network device, first configuration information of a first reference signal to the terminal device. Furthermore, the method may include sending, by the access network device, the first reference signal to the terminal device according to the first configuration information, where the first reference signal is used to obtain a channel measurement result of the secondary cell. According to secondary cell activation methods described herein, a flexible and efficient secondary cell activation mechanism can be provided, so as to improve secondary cell activation efficiency.

Abstract: Embodiments of the present invention disclose a mobility management method, user equipment, and a base station. The mobility management method may include: receiving, by the user equipment (UE) in a connected state, a source identifier of the UE from a first base station, where the source identifier is used to uniquely identify the UE in the first base station; entering, by the UE, a low-overhead state after satisfying a low-overhead activation condition; storing, by the UE in the low-overhead state, a connection context of the UE in the connected state, and camping on a cell according to a cell reselection criterion in a moving process; and reporting, by the UE when satisfying a first preset condition, the source identifier to a second base station to which a second cell belongs, where the second cell is a serving cell on which the UE currently camps.

Abstract: The present invention relates to a scheduling request transmission method, so as to effectively transmit a scheduling request when scheduling request resources are configured on multiple carriers. The terminal receives a configuration parameter for a scheduling request from a base station; when the scheduling request is triggered, the terminal sends the scheduling request on a selected one carrier of multiple carriers according to the configuration parameter. Scheduling request resources are assigned to the terminal on multiple carriers by sending the configuration parameter, so that the terminal can send the scheduling request on the selected one carrier of the multiple carriers according to the configuration parameter. This provides a solution to effectively transmitting the scheduling request.

Abstract: A method for reporting UE capability information includes: obtaining, by user equipment (UE), UE capability information of the UE; when the size of the UE capability information exceeds the maximum tolerance that can be processed by the PDCP layer of the UE, splitting the UE capability information into at least two pieces of UE capability information, where each piece does not exceed the maximum tolerance that can be processed by the PDCP layer; and reporting at least one piece of the at least two pieces of UE capability information to a network side device. According to this method, the UE capability information is split on a UE side, and reported to the network side device for a plurality of times, so as to avoid an error caused when the UE capability information exceeds the maximum tolerance that can be processed by the PDCP layer, and ensure normal operating of a UE capability information reporting process.

Abstract: A user equipment obtains configuration information used to detect a received signal strength indicator (RSSI) value of a signal on an unlicensed frequency, samples the signal on the unlicensed frequency at a sampling interval included in the configuration information to obtain RSSI values of the signal on the unlicensed frequency sampled at sampling moments. The user equipment determines statistics on the RSSI values of the signal on the unlicensed frequency within a statistical window, obtains an RSSI value statistical result of the signal on the unlicensed frequency based on the statistics, and reports the RSSI value statistical result to a base station.

In this way, cell measurement based on a synchronization signal is implemented, and the signal quality of the cell obtained based on the signal quality of the plurality of beams at the different moments is more accurate.

Abstract: The present application provides a method, a base station controller, and a user equipment. The method includes: determining, by a base station controller of a user equipment, a first access point set, and sending information about the first access point set to the user equipment; and determining, by the user equipment according to the first access point set, an access point for accessing a wireless local area network. In embodiments of the present application, when a user equipment needs to access a wireless local area network through an access point to access the Internet, a base station controller may notify the user equipment of an available access point. In this way, the user equipment can access the wireless local area network directly through the available access point and does not need to request a password from an operator and enter the password during access.
