Network operations are monitored and analyzed to determine loading balance across the network or a portion thereof. Where warranted, the network is reconfigured to balance the load across multiple network entities. For example, in a cellular-type of network, traffic loads and throughput requirements are analyzed for the access points and their user equipment. Where loading imbalances occur, the cell coverage areas of one or more access points can be reconfigured to alleviate bottlenecks or improve balancing.

Erasure detection and power control are performed for an intermittently active transport channel with unknown format. A receiver processes each received block and determines whether it passes or fails CRC. For each received block with CRC failure, the receiver performs erasure detection by computing a symbol error rate (SER) and energy of the received block, comparing the computed SER against an SER threshold, comparing the computed energy against an energy threshold, and declaring an erasure if the computed SER is less than the SER threshold and the computed energy exceeds the energy threshold. The SER and energy thresholds may be adjusted based on the average SER and the average energy for prior received blocks with CRC failures. For power control, an SIR target is increased by an UP step whenever an erased block is detected for the transport channel.

A coarse gain is selected for a first circuit having non-linear and/or non-monotonic characteristics. A fine gain is selected for a second circuit used to account for output power error due to the coarse gain. First and second look-up tables may store output power versus gain for the first and second circuits, respectively. An output power in the first look-up table may be selected based on the requested output power, and the gain corresponding to the selected output power may be provided as the coarse gain. An output power in the second look-up table may be selected based on the output power error, and the gain corresponding to the selected output power may be provided as the second gain.

Traffic data transmission to wireless terminals are not supported in network monitoring mode.
