Various embodiments of the present invention are directed to degassing and cleaning of hydrocarbon fuel. Degassing of hydrocarbon fuel is a way to remove the dissolved gases which aid in the oxidization of the fuel as well as the removal of sulfur, water and other particulate matter through radial cavitation. This process allows for both improvements in efficiency as well as decrease in emissions of standard fuel and the re-refining of fuels which have broken down. University of Idaho did a study on the breakdown of diesel fuel and found out that 26% of the efficiency is lost by the 28th day of reefing. In one embodiment, the fuel is subjected to fluid-shear forces and cavitation.

A saturated solution of an alkaline earth or alkali metal halide salt is electrolyzed in a flowing mercury cathode electrolysis cell. The amalgam is added dropwise to a solution of dichlorodifluoromethane in a solution of a polar, aprotic solvent, not reducible by such amalgams. The solvent contains inhibitors of polymerization, and may contain a promoting salt of lithium or the "onium" type. Tetrafluoroethylene and unreacted dichlorodifluoromethane gases are evolved, and separated by condensing the dichlorodifluoromethane. The polar, aprotic solvent is removed from the reaction and evaporated, crystallizing the chloride salt of the alkaline earth or alkali metal. This salt is combined with the anolyte of the mercury cell to form brine. The spent mercury from the dechlorination and dimerization is also recycled to the mercury cell. The polar, aprotic solvent is condensed, and mixed with the condensed unreacted dichlorodifluoromethane for further dechlorination and dimerization. The tetrafluoroethylene gas is polymerized in aqueous media, under heat and pressure to form polytetrafluoroethylene.

Various embodiments of the present invention employ a mechanical rotor-based device that subjects a liquid fuel to fluid-shear forces and cavitation in order to reclaim the fuel by removing impurities and by additional fuel-reformation processing. In certain embodiments of the present invention, rotor-based device can be mounted within a vehicle or other mobile device to provide or facilitate on-board fuel reclamation and reformation. Other embodiments include larger-scale, stationary rotor-based devices for fuel reclamation and reformation in plants, depots, manufacturing and transportation facilities, and in other energy-consuming facilities.
