A mass ratio of the flame retardant batch to the silane graft batch is 60:40 to 90:10, and the catalyst batch amount is 3 to 10 part by mass with respect to 100 part by mass of a component of the silane graft and flame retardant batches. The control handle includes a high-speed mode controller configured to set the rotation speed of the cutting blade to a high rotation speed, and an interlock device provided between the driving controller and the high-speed mode controller and configured to interlock the driving controller and the high-speed mode controller when the high-speed mode controller is switched on so as to move the driving controller concurrently with the high-speed mode controller. When the high-speed mode controller is switched on, the driving controller is concurrently switched on by the interlock device so that the cutting blade is driven in a high-speed mode.
