The present application discloses a method and an apparatus for transmitting downlink data, to resolve the issue of erroneous transmission of downlink data of UE when the UE moves from an EPS network to a 5G network. The method comprises: after receiving a request message for updating a session management context of the UE, a session management function entity in embodiments of the present application determining that the UE has moved from a first network to a second network; the session management function entity notifying a user plane function entity to delete a user plane connection of the UE in the first network, and creating a user plane connection of the UE in the second network, such that the user plane function entity transmits downlink data of the UE through the newly created user plane connection. The embodiments of the present application avoid transmission of the downlink data of the UE through the user plane connection in the first network, so as to ensure accurate transmission of the downlink data of the UE, thereby further improving system performance.

The present application relates to mobile communication technical field, and a method for optimizing activation/deactivation Idle State signaling Reduction (ISR) and a network side device are disclosed. The method includes: during a process of updating User Element (UE) area, a first network entity, when receiving a context request message transmitted from a second entity, determines to activate or deactivate ISR, according to a mobile-reachable timer or an implicit detach timer corresponding to said UE, or operation states of the mobile-reachable timer and the implicit detach timer; and the first network entity transmits the determination result to the second network entity, said second network entity determines to instruct the UE to activate or deactivate the ISR according to the received determination result. The application optimizes the existing procedure for the activating/deactivating of the ISR, enables the ISR processing at the network side and the UE side to be consistent in height, and thus avoiding unnecessary signaling expense.

Embodiments of the present invention relate to the technical field of wireless communications, especially a method and device for joining an access node group (APG), for use in resolving the problem in the prior art of an access node being unable to join an APG securely. In the embodiments of the present invention, the access node performs network layer two-way authentication with a local service center after determining to join the APG; and the access node performs network configuration according to configuration information in a network configuration message after receiving the network configuration message sent by the local service center. Therefore, an APG corresponding to a user equipment follows the user equipment, and at the same time, it can be ensured that an access node may join the APG securely.

Disclosed are a method and device for controlling set-up of a user side bearer, aiming to solve the problem of an unnecessary signaling overhead caused by the fact that a UE initiates a TAU process after an SGW deletes cached downlink data of the UE when a timer has timed out, and an MME still initiates a set-up process of a user side between the UE and a base station. The method comprises: in a tracking area updating (TAU) process, a mobility management entity (MME) determining that a serving gateway (SGW) needs to send cached downlink data to a terminal UE; and the MME initiating a set-up process of an air interface user side bearer of the UE.
