A handover method of a first terminal in a wireless communication system may comprise: transmitting a first measurement report message to a first cell that is a primary cell (PCell); receiving, from the first cell, one or more first configuration messages for one or more target cells determined according to the first measurement report message; adding each of the one or more target cells as a candidate PCell based on the one or more first configuration messages; and performing data transmission and reception with at least one cell among the first cell and the one or more candidate PCells.

An operation method of a terminal, for a handover in a mobile communication system, may comprise performing measurement on beams of a target base station, and transmitting a measurement result of at least one beam of the target base station to a source base station; receiving, from the source base station, a handover command message including information on at least one RACH resource for the at least one beam; transmitting a handover indication message including information on at least one random access target beam having an order of channel conditions determined based on a latest measurement to the source base station and to the target base station through the source base station; and determining an optimal beam among the at least one random access target beam, and transmitting a RACH to the target base station through a RACH resource allocated to the optimal beam.

A UE receives a handover command from a source eNB, and transmits a handover indication message to the source eNB while maintaining a connection to the source eNB. After transmitting the handover indication message, the UE disconnects the connection to the source eNB. Further, the UE accesses to a target eNB. A handover command includes information indicating timing advance if a handover without a random access procedure is configured.

A terminal starts a first timer for detecting an RLF (Radio Link Failure) when signal strength of a serving base station is lower than a reference value. The terminal triggers a handover without a TTT (Time to Trigger) for handover when signal strength of a target base station is greater than the signal strength of the serving base station by a first offset or more while the first timer is running. The terminal transmits a measurement report message regarding the signal strength of the target base station to the serving base station when a handover is triggered.

A UE does not immediately perform handover after receiving a handover command from a serving base station, but instead backups that message and continuously compares the signal strength of a serving base station and the signal strength of a target base station and performs a handover to the target base station at the best timing when handover is required. Once the timing of handover is determined, the UE transmits a handover indication message to the serving base station, and thereafter the UE performs a handover to the target base station.

Provided is a system and method for configuring a multi-hierarchical cell in which a large-scale mobile backhaul technology and a small cell technology are combined. A mobile backhaul may increase a transmission capacity of a wireless backhaul using a super high frequency (SHF)/extremely high frequency (EHF) band, rather than a cellular band having a limitation in extending frequency resources, and a small group cell to be formed at a final end of the mobile backhaul may be configured by fixed group cells or mobile group cells depending on a radio environment, using a moving relay, wireless fidelity (WiFi), femto-cells, and the like, whereby cells may be miniaturized effectively, and a relatively great capacity of a wireless system may be provided to a subscriber.

An operation method of a terminal includes receiving configuration information from a serving base station; measuring channel states of the serving base station and a target base station; when a difference between received signal strengths of the serving base station and the target base station is not less than a handover preparation offset, determining that a handover preparation event has occurred and transmitting a measurement report message to the serving base station; and when the difference is equal to or greater than a handover execution offset, determining that a handover execution event has occurred and transmitting a handover indication message informing of execution of a handover to the target base station. The channel state is normal state, abnormal state, or RLF state, and the configuration information indicates a different handover preparation offset and a different handover execution event according to the channel state.
