A processor configured to select a first propagation scheme when a distance over which a radio wave transmitted from a transmission device in the second system at a frequency not used by the first system can travel from a position of the transmission device is greater than a threshold, and select a second propagation scheme resulting in a propagation distance smaller than a propagation distance of the first propagation scheme when the distance over which the radio wave can travel is smaller than the threshold. The processor configured to calculate a propagation distance of the transmission radio wave by using a propagation scheme selected by the selection unit, and to determine that the second system can utilize the transmission radio wave when a propagation distance of the transmission device does not reach a propagation scope of a radio wave of a frequency that can be used by the first system.

A method used in a communication system including a base station and a terminal, the method includes: transmitting from the base station to the terminal a control channel with use of a control channel format selected from among a plurality of control channel formats, each including modulation scheme information, according to whether Multiple Input Multiple Output (MIMO) transmission is applied or not, and receiving the control channel by the terminal, wherein a number of bits indicating a modulation scheme included in a control channel format to be selected when the MIMO transmission is applied is greater than that included in a control channel format to be selected when the MIMO transmission is not applied.

A wireless communication method includes: transmitting, by a base station, a signal subjected to reduction of transmission power that is reduced compared with specific transmission power of the base station; and giving notice of, by a wireless terminal, when the wireless terminal detects a signal of the base station, a reduction cancellation request to the base station based on information relating to the reduction of the transmission power of the base station and a reception level of the signal of the base station, the reduction cancellation request being used for cancelling the reduction of the transmission power in the base station.
