    摘要: Example signal sending methods and apparatus are described. One example method includes receiving a media access control (MAC) control element (CE) from a terminal device. The MAC CE indicates a power headroom in a first power headroom set or a power headroom in a second power headroom set. If the MAC CE indicates the power headroom in the first power headroom set, the power headroom in the first power headroom set is determined based on a second bit field comprised in the MAC CE, where the MAC CE includes a first bit field and the second bit field, and the first bit field is a reserved bit field. If the MAC CE indicates the power headroom in the second power headroom set, the power headroom in the second power headroom set is determined based on a third bit field comprised in the MAC CE, where the third bit field includes a bit of the first bit field and a bit of the second bit field.

The method includes: receiving, by a first device, a first RRC message sent by a second device, where the first RRC message includes first data and identification information, and then sending, by the first device, the first data and the identification information to a donor eNB of the first device by using a second RRC message. Because the first device and the second device send data by using an RRC message, network functions of the first device and the second device are simplified, and data transmission efficiency is increased after a plurality of relay nodes access an NB-IoT network.

The method includes transmitting, by a terminal device, first information based on a first repetition number, where the first repetition number is less than or equal to a second repetition number, and the second repetition number is a maximum repeat transmission number of the first information. The method also includes determining, by the terminal device, a scheduling end moment of the first information based on the second repetition number, where the scheduling end moment of the first information is a transmission end moment of the first information when the first information is transmitted based on the second repetition number.
