The method includes: A network device sends first signaling to a terminal device on a downlink primary component carrier, where the first signaling includes configuration information of a secondary cell; the network device sends second signaling to the terminal device; and the network device determines, based on a channel state information CSI report and/or feedback signaling received from the terminal device, that the terminal device successfully activates the secondary cell.

    Abstract: In this application, a terminal determines a power control parameter, and the terminal determines a transmit power based on the determined power control parameter. The power control parameter includes an interference impact parameter or a path correction parameter of a downlink path loss, and the path correction parameter of the downlink path loss is used to correct a downlink path loss participating in calculation of the transmit power. The interference impact parameter and the path correction parameter of the downlink path loss are determined and obtained based on neighboring cell information of the terminal, and the neighboring cell information includes some or all of the following information: a reference signal transmit power of a neighboring cell, an uplink interference over thermal noise ratio of the neighboring cell, and uplink load of the neighboring cell.

    Abstract: A video service transmission method and apparatus in the field of communications technologies are provided, where data in a video data frame can be split into at least two substreams based on a mapping relationship between data importance and a substream. The data of the at least two substreams may then be mapped, based on port numbers corresponding to the at least two substreams, to bearers corresponding to the at least two substreams, for transmission. Because a network can use different processing methods for data on different bearers, reliable transmission of video data frames of high importance can be ensured with priority by using the video service transmission method and apparatus, so as to improve service experience of video users in a scenario of constrained transmission resources.

    Abstract: This application relates to the field of communications technologies, and in particular, to uplink data sending and receiving methods, an apparatus, and a system. A sending method includes: receiving, by a terminal device, control information sent by a network device, where the control information is used to indicate the terminal device to send first data on a first resource: and when the first resource and a second resource to be used by the terminal device to send second data overlap in a first time domain range in time domain, stopping sending, by the terminal device on the first resource, the first data in the first time domain range, where a frequency domain range corresponding to the first resource belongs to a first carrier, and a frequency domain range corresponding to the second resource belongs to a second carrier. According to the foregoing technical solution, uplink data sending of the terminal device that does not support simultaneous data sending on resources of different carriers is effectively supported, and this helps avoid a conflict in the uplink data sending.
