Embodiments of the present invention provide a method for keeping an application online, an always-online controller, and a device. In the embodiments of the present invention, by sending an always-online request to an always-online controller, and further enabling a gateway device to keep a bearer tunnel always online, it is implementing that an application is always online and a heartbeat packet exchange is avoided, thereby saving signaling.

The present invention provides a capability opening system, a capability opening gateway, a capability opening agent, and a capability opening method of a wireless network. The capability opening system includes the capability opening gateway, a UE, and an application server, where the UE includes an application client and the capability opening agent; and the application client exchanges information of a service with the application server through a first interface, the application server exchanges capability information of the wireless network with the capability opening gateway through a second interface, and the capability opening agent exchanges related radio environment information with the capability opening gateway through a third interface. In embodiments of the present invention, a capability opening agent is added to a UE.

The system includes: a COGW and at least one wireless pipe network element, where a first interface is provided between the COGW and the capability openness object, and a second interface is provided between the COGW and the at least one wireless pipe network element; the COGW is configured to converge a capability of the at least one wireless pipe network element through the second interface, and supply the capability of the at least one wireless pipe network element to the capability openness object through the first interface; and the capability openness object is configured to use the capability of the at least one wireless pipe network element, thereby implementing openness of a wireless pipe capability.

A service data transmission method includes: determining, by an access network device, first information of service data to be sent by a terminal, where the first information includes at least one of a service type and a priority; then receiving, by the access network device, the service data sent by the terminal by using a non-access stratum signaling message; and sending, by the access network device, the service data and the first information to a gateway, so that the gateway charges the service data based on the first information after receiving the service data and the first information.
