Embodiments of the present invention provide a method for keeping an application online, an always-online controller, and a device. In the embodiments of the present invention, by sending an always-online request to an always-online controller, and further enabling a gateway device to keep a bearer tunnel always online, it is implementing that an application is always online and a heartbeat packet exchange is avoided, thereby saving signaling.

The present application discloses a packet exchange method and a related device. The method includes: obtaining, by a first device, a packet by using a Network Convergence Protocol (NCP) layer of the first device; and sending, by the first device, the packet to an NCP layer of a second device by using the NCP layer of the first device, where the NCP layer is located at a data link layer of a user plane, and the NCP layer of the first device and the NCP layer of the second device form a direct data exchange channel between the first device and the second device; and the first device is a terminal and the second device is a core network device, or the first device is a core network device and the second device is a terminal.

The present invention provides a capability opening system, a capability opening gateway, a capability opening agent, and a capability opening method of a wireless network. The capability opening system includes the capability opening gateway, a UE, and an application server, where the UE includes an application client and the capability opening agent; and the application client exchanges information of a service with the application server through a first interface, the application server exchanges capability information of the wireless network with the capability opening gateway through a second interface, and the capability opening agent exchanges related radio environment information with the capability opening gateway through a third interface. In embodiments of the present invention, a capability opening agent is added to a UE.

A redirection method and apparatus in which a first network device receives a service request from a terminal device, where the request is used to request a service related to a first edge APP; and when the first edge APP is unavailable and a second edge APP is available, redirects the service request to the second edge APP, where the first edge APP and the second APP respectively correspond to a first DNAI and a second DNAI. The first DNAI represents a deployment location of the first edge APP, the second DNAI represents a deployment location of the second edge APP, the deployment locations represented by the first DNAI and the second DNAI meet a preset condition, and the second edge APP is in edge APPs corresponding to the second DNAI, and has a sane service provider and function as the first edge APP.
