The dispenser also includes a base defining the closed end of the dispenser; front and rear portions, each portion having first and second ends and opposing inside and outside surfaces, the front and rear portions disposed on the base such that the second end of each portion is proximate to the base, the front portion comprises a slot extending from the first end to the second end; and a biasing mechanism disposed proximate the rear portion.
