A storage battery evaluating apparatus according to an embodiment includes a determiner, a corrector, a QV curve generator, an evaluator, and a feedbacker. The determiner determines a charging/discharging tendency of a storage battery based on measurement data including voltage data. The corrector corrects the voltage data based on a correction parameter. The correction parameter corresponds to at least one of the charging/discharging tendency and a degraded state of the storage battery. The QV curve generator generates a QV curve of the storage battery based on the voltage data which has been corrected. The evaluator evaluates the degraded state based on the QV curve. The feedbacker feeds back, to the corrector, the corrected parameter corresponding to the degraded state.

According to one embodiment, an abnormality diagnostic device includes processing circuitry. The processing circuitry learns, based on a model generated from sensor data of a diagnostic object in a railroad vehicle, a data selection condition for selecting the sensor data utilized to diagnose the diagnostic object. The processing circuitry diagnoses abnormality of the diagnostic object based on the sensor data satisfying the data selection condition and a diagnostic model representing a relation between the sensor data and the abnormality of the diagnostic object.

A regenerative power-amount estimation device according to an embodiment includes a regenerative power-amount estimation model for each brake notch switching configured to include a transient response of an electric brake corresponding to a switching operation of a brake notch for each switching operation of the brake notch in an operation of railway vehicles. A regenerative power-amount estimation part is configured to estimate an expected amount of regenerative power acquired for a brake plan being temporal transition data of the brake notch, based on the regenerative power-amount estimation model for each brake notch switching.

According to one embodiment, a charging device includes: a battery controller, an executor, a voltage measurer, a voltage corrector and a diagnoser. The battery controller controls charging of a storage battery. The executor charges the storage battery using the battery controller and changes a charge rate of the storage battery in a case that a predetermined condition is established during a time period when the storage battery is charged. The voltage measurer measures a voltage of the storage battery during a time period when the storage battery is charged by the battery controller. The voltage corrector corrects the voltage measured by the voltage measurer on a basis of a value of a current rate at which the voltage is measured. The diagnoser diagnoses the storage battery on a basis of the voltage corrected by the voltage corrector.
