A method and apparatus for allocating a random access identifier (RAID) for a fixed machine-to-machine (M2M) device in a wireless communication system is provided. A base station transmits a paging message to the fixed M2M device, the paging message including an M2M group ID (MGID) for the fixed M2M device and including a first contention free RAID for a first fixed M2M device having a first index among a plurality of fixed M2M devices which have the same MGID, and allocates a contention free RAID for the fixed M2M device based on the first contention free RAID.

A method and device for monitoring a paging message in Machine To Machine (M2M) communication are provided. A M2M device receives a segment of the paging message that includes an extension flag and a M2M extension flag. The extension flag indicates that the M2M device checks the M2M extension flag and the M2M extension flag indicates whether a remaining segment of the paging message exists.

A method of a scanning of a station (STA) may include monitoring a channel during a probedelay based on a MAC sublayer management entity (MLME)-SCAN.request primitive indicating an active scanning for a target Access Point (AP), receiving a frame including a channel congestion indicator from an AP during the probedelay, generating a MLME-SCAN.change request primitive to request a change of a scanning type parameter included in the MLME-SCAN.request primitive when the channel congestion indicator indicates that the channel is congested, generating a MLME-SCAN.change confirm primitive to confirm the change of the scanning type parameter included in the MLME-SCAN.request primitive as a response of the MLME-SCAN.change request primitive, and performing a passive scanning for the target AP based on the MLME-SCAN.change confirm primitive.

A method of, and a mobile device for, performing idle mode operation carried out by a mobile station. The method includes receiving a first paging information of a first paging group and a second paging information of a second paging group from at least one base station; entering an idle mode at a first coverage belonging to the first paging group and starting a first timer for a periodic location update; determining a paging group of a currently preferred base station; starting a second timer, if the paging group of the currently preferred base station is determined to be the second paging group; and performing a location update when the second timer expires.
