Provided is a work instruction sheet creation method which comprises: a preparation step of preparing specification information specifying what types of operation targets are included in each of a plurality of operation specifications, a setting step of setting, based on the specification information, process-related information with respect to each of the operation targets, to thereby create setting data including at least the operation targets, the operation specification and the process-related information; and a creation step of creating the work instruction sheet using the setting data.

An image pickup apparatus includes a lens, and a solid-state image sensor for converting light which passes through the lens into an electric signal. A signal processing circuit serves to process the electric signal outputted from the solid-state image snesor. A Gray code counter serves to count pulses of a first clock signal and to generate Gray codes in response to the first clock signal. A latch device functions to feed a second clock signal and a synchronizing signal to the solid-state image sensor and the signal processing circuit in response to the Gray codes generated by the Gray code counter respectively. The Gray code counter circuit includes n-bit counting stages where n denotes a predetermined natural number, and a plurality of logic decoders for feeding logic outputs to input terminals of the respective counting stages, the logic outputs being equivalent to a product of a first logic output of a (k-1)-th-bit counting stage and second logic outputs of a (k-2)-th-bit counting stage and lower-bit counting stages where k denotes a natural number between 3 and n.

In a television signal frame number converter for converting an input television signal having a first frame number per second into an output television signal having a second frame number per second in accordance with an interpolation coefficient, a processing unit processes two successive frames of the input television signal by a frame interpolation process to produce a processed signal. A memory unit memorizes the processed signal in synchronism with a write-in address signal given by a first frame synchronizing signal of the input television signal and is read out by a read-out address signal given by a second frame synchronizing signal of a reference television signal having the second frame number per second. The converter determines the interpolation coefficient in accordance with a time interval between a write-in start timing of the memory unit and a read-out start timing of the memory unit.
