    摘要: An image encoding system and method for performing random access may be provided. The image encoding system may perform intra prediction based on a processing unit, and code a pixel using a result of the intra prediction. Also, the image encoding system may generate a bitstream with respect to an input image using a Fixed Length Code (FLC). Coding may be performed based on the processing unit, and thus random access may be performed based on the processing unit.
