The uplink resource is allocated only to the terminal having the data to be transmitted, and the resources are not allotted to terminals having no data to send.

The method includes determining a type of a channel to be allocated to terminals, which request a resource allocation. When there is a terminal to be assigned the band AMC channel, necessary resources are allocated to the terminal as resources of the band AMC channel within a frequency band preferred by the terminal. A virtual resource space is generated which collects resources not allocated as the resources of the band AMC channel. Resources are allocated to terminals to be assigned the diversity channel from within the virtual resource space. Accordingly, the radio resources can be efficiently allocated in the multi-channel system where the diversity channel and the band AMC channel coexist.

A first interlayer insulating layer is formed to cover the etch barrier pattern and the gate pattern. A preliminary alignment key pattern and a bit line pattern are formed on the first interlayer insulating layer of the scribe lane region and the cell region respectively. A second interlayer insulating layer is formed to cover the preliminary alignment key pattern and the bit line pattern. The second interlayer insulating layer and the first interlayer insulating layer are patterned to expose the etch barrier pattern, thereby forming an alignment key pattern in the scribe lane region, and concurrently, forming a storage node contact opening in the cell region.
