The controller is configured to: extract, from a plurality of users, users with a common point of interest as users to be boarded together to a vehicle, based on first information which indicates a point of interest for each of the plurality of users; and calculate a driving route for the vehicle to travel sequentially through candidate boarding sites for the extracted users to arrive at the common point of interest for the extracted users as indicated by the first information, the candidate boarding sites being indicated by second information which indicates a candidate for a boarding site for each of the plurality of users.
