The meta data combining portion correlates meta data with corresponding segmentation data in a format corresponding to the structure of the meta data schema, combines the meta data with the segmentation data, and outputs the combined data. The meta data schema, meta data with segmentation data, and contents data are converted in a transmission format.

The content usable states are formed by a bound state and a discrete state. The bound state refers to the state in which the content is allowed to be used by any of member clients on a local network of which the content use management server is a part. The discrete state refers to the state in which the content is allowed to be used only by a member client retaining the license for granting rights to use the content. The data processing unit updates descriptive information on the license and the content attribute information stored in the storage unit in order to shift the two content states.
