The rounding threshold value setting unit 108 sets the rounding threshold value according to the quantization parameter change amount. The quantization unit 105 performs re-quantization using the second quantization parameter and the rounding threshold value.

摘要： Retransmission control and retransmission are performed at a lower priority than the transmission of multicast packets from a transmission apparatus to two or more reception apparatuses. To solve this problem, the isochronous data that has not been successfully received is retransmitted by using an anisochronous region. Thus, a transmission error of the isochronous data can be reduced without impairment of isochronous characteristics of the data.
