The statistic to be calculated is a statistic having a larger contribution of the broadcast contact information of the second broadcast information than a contribution of the broadcast contact information of the first broadcast information. A prediction unit determines predicted contact information indicating a degree of contact from receivers for broadcasting-scheduled broadcast information based on the statistic.
