A rating and charging engine (1) comprises an engine core (2), having an accounts/pots/resources/rules persistent database (3), and a provisioning system (4). The core (2) interfaces with a service supply entity (10) such as an IN (intelligent network) service control point, and with an external rating and charging entity (20). The engine (1) overcomes the ‘combinatorial explosion’ limitation of the prior rating and charging approaches by reducing complexity. Most of the rating and charging rules are associated with pot types, and each pot has its own set of rules. The core (2) executes pot traversal rules according to at least one parameter to efficiently determine which pots cannot fulfil a service event, thus immediately narrowing down the rule base to execute. This is very important for real-time performance, where there may be in excess of tens of thousands of service events per second arriving at the core (2). This ensures many hitherto difficult requirements can be simply and rapidly implemented and provisioned, including arbitrary combinations of: cross-service bundles, single-purpose bundles, and time and volume limited bundles.

In one embodiment, the system includes a database to store user data for prepaid users and user data for postpaid users, the data for prepaid users including lease status data; a dispatcher to receive a request for data services from a wireless device, the dispatcher to query the database to determine whether the wireless device is associated with a prepaid account or a postpaid account on the wireless service provider, wherein if the wireless device is associated with a prepaid account, the dispatcher reads the lease status data to determine whether the account has a lease expiration indication and, if so, formats a lease renewal request according to a first data format over a local data network; a billing server to receive the lease renewal request from the dispatcher in the first data format and to reformat the request to a second data format, the second data format compatible with a charge control node (“CCN”) employed on the wireless service provider, the billing server to receive a response from the CCN indicating whether a lease associated with the wireless device is to be renewed and to reformat the response from the second data format to the first data format and to send the reformatted response to the dispatcher; and policy management logic executed on the dispatcher to block access to data services for the wireless device if the response indicates insufficient funds associated with the wireless device account or to allow access to data services if the response indicates a successful lease renewal.

The request is presented within a message sent to an address of an entity in control of the account. The pre-paid platform may charge a monetary account for the amount of the refresh that is applied. The request may be for a custom or pre-defined amount.
