A method for applying a priority of a closed subscriber group (CSG) cell, including receiving priority information for each of a plurality of communication frequencies over which the CSG cell can communicate; storing the priority information at a wireless transmit/receive unit; and applying the priority information to at least one of : taking measurements on a communication frequency, selecting to a CSG cell in the communication frequency, or reselecting to a CSG cell in the communication frequency. Methods relating to grouping CSG cells, indicating a status of a CSG cell (public or private), processing multiple CSG cells by a WTRU, reselecting between CSG cells by a WTRU, and manual CSG cell selection by a WTRU are also disclosed.

A method for implementing a fallback procedure from a packet switched (PS) radio access technology (RAT) to a circuit switched (CS) RAT is disclosed. A paging message is received at a wireless transmit/receive unit (WTRU) via the PS RAT, the paging message including a WTRU identifier and a domain indicator, wherein the domain indicator indicates whether the paging message is related to a service on the CS RAT. If the WTRU identifier in the paging message matches a stored identifier of the receiving WTRU, then a fallback procedure to the CS RAT is performed. The WTRU responds to the paging message using a CS RAT-based identifier assigned to the WTRU.
Abstract:
Various procedures for operating a wireless transmit/receive unit (WTRU) in Long Term Evolution (LTE) Idle mode are described. The procedures include: methods for applying cell reselection priorities in the WTRU, methods for converting a mobility state of the WTRU between operating modes, a method for assigning a mobility state to the WTRU, and a method for determining whether the WTRU may access a closed subscriber group (CSG) cell. Also described are methods and an apparatus on the operations of the LTE mobility state transition mechanism between LTE WTRU Idle mode and Connected mode, a definition of the Pcompensation parameter for LTE, inter-frequency and inter-radio access technology cell reselection priority validity definitions, and coverage extension principles for CSG cells.

A method and apparatus for a wireless transmit receive unit (WTRU) to receive an emergency situation notification. The method and apparatus include the WTRU receiving a paging message with an emergency situation notification, and the WTRU receiving scheduling information in a system information block.

A method and a wireless transmit/receive unit (WTRU) (600), including a universal subscriber identity module (USIM) (625), for identifying a closed subscriber group (CSG) cell are disclosed. The WTRU (600) receives a broadcast from a cell including a cell identifier (ID). If the cell ID is associated with a CSG cell, the WTRU (600) determines whether the CSG ID is programmed in the USIM (625). The cell broadcast may include a single bit information element (IE) indicating that the cell is a CSG cell. If the cell ID is a CSG ID, the cell ID may further include a plurality of fields which indicate at least one of a country, a region, an operator, and a home evolved Node-B (HeNB) number. The cell broadcast may further include a bit indicating whether the CSG cell is public or private. The cell broadcast may further include a bit indicating that emergency calls are allowed from all users.

Media Independent Handover (MIH) messages are mapped into DIAMETER messages and communicated with peer MIH entities using DIAMETER. Local MIH messages may also be communicated using DIAMETER. In one embodiment, IEEE 802.21 MIH messages are mapped into DIAMETER messages. IEEE 802.21 information elements (IEs) are transported over DIAMETER as attribute value pairs (AVPs). New DIAMETER Command Codes and Command flags may be defined to indicate message type. Secure IP based transport and discovery and capability negotiation may be performed using MIH over DIAMETER.

A method and apparatus for implementing Idle and Connected Mode mobility to and from a Home evolved Node-B (HNB) in a wireless environment. Methods to implement differentiated charging when accessing HNBs, as well as the criteria used to make a cell reselection decision when an HNB is detected, criteria for making a handoff decision and methods to indicate charging and other policies/preferences and configurations to a wireless transmit/receive unit (WTRU).

Security context transfer and ROHC context transfer to enable secure and efficient mobile device handoff is facilitated by the introduction of new information elements to the UL Allocation message or separate downlink (DL) physical channel, the use of reverse tunneling during hand off (HO) to provide the User Equipment (UE) with new security parameters, the generation of multiple key sets and automated or context based triggering of the Security Mode Command.
