In a data transmission process, different quality of service parameters may be flexibly adopted to transmit data, to flexibly adopt different download modes to download a media file, such that the video quality is improved and the network bandwidth resources are saved, or the media content may be smoothly played in real time to improve the user experience. According to the present invention, when transmitting data by using a first radio bearer, a UE receives radio resource control connection reconfiguration information sent by a base station; the UE obtains a second radio bearer according to the radio resource control connection reconfiguration information; the UE sends radio resource control connection reconfiguration completion information to the base station; the UE transmits a part of the data which has not been transmitted by using the second radio bearer. The solutions provided by the embodiments of the present invention are suitable to be adopted during switch between an adaptive streaming mode and a progressive download mode.

The present invention discloses a method for opening a radio pipeline capability and an apparatus thereof. The method includes: receiving, by an access network collaborative controller, a request message from a capability opening gateway, where the request message carries a service requirement of a first user equipment UE; and controlling, by the collaborative controller, a first radio pipeline device according to the request message so that a radio pipeline resource allocated to the first UE meets the service requirement. With the method for opening a radio pipeline capability and the apparatus thereof according to the embodiments of the present invention, and by using an access network collaborative controller, information is transmitted between a radio pipeline device and a capability opening gateway, and the radio pipeline device is controlled according to a requirement of the capability opening gateway, so as to open a radio pipeline capability on an RAN side for the capability opening gateway. This can reduce complexity of the capability opening gateway, improve scalability of a system for opening a radio pipeline capability, and control a radio network according to a service need, thereby optimizing services and enhancing user experience.

Embodiments of the present invention comprise: a network device determines, according to resource management information and/or channel status information whether a D2D user device needs to perform a D2D switchover; when the D2D user device is determined to need to perform a D2D switchover, the D2D user device is triggered to switch to a heterogeneous system and conduct end-to-end communication, or to conduct end-to-end communication via the network device, or to conduct in the current system end-to-end communication not controlled by the network device. The method in the embodiments of the present invention ensures that D2D devices can perform D2D switchover under appropriate conditions even when an LED system has too high a load and interference is too strong, thereby enhancing the end-to-end communication performance.

The UE starts to collect traffic statistics that comprises a CDF curve or a PDF diagram for packet inter-arrival time. The UE then reports a representation of the traffic statistics to the base station for RRC reconfiguration. The UE may also receive a reporting request from the base station that specifies a representation format.
