    摘要: A method in a radio network node for determining whether a wireless device is a suitable candidate for handover to a target cell for load balancing reasons. The radio network node serves a source cell. The method includes determining a first level of coverage of the target cell based on a first measurement report. The method further includes storing measurement data obtained from a second measurement, being at least one of a layer 2 and a layer 1 measurement. The method further includes establishing a correlation between the determined first level of coverage and the stored measurement data and updating statistical data based on the established correlation. The method further includes determining whether the wireless device is a suitable candidate for handover to the target cell for load balancing reasons, based on the updated statistical data.

The UE is associated with a first cell of the radio base station, which first cell has a first frequency.
