A Mn and Nb co-doped PZT-based piezoelectric film formed of Mn and Nb co-doped composite metal oxides is provided, in which a metal atom ratio (Pb:Mn:Nb:Zr:Ti) in the film satisfies (0.98 to 1.12):(0.002 to 0.056):(0.002 to 0.056):(0.40 to 0.60):(0.40 to 0.60), a rate of Mn is from 0.20 to 0.80 when the total of metal atom rates of Mn and Nb is 1, a rate of Zr is from 0.40 to 0.60 when the total of metal atom rates of Zr and Ti is 1, and the total rate of Zr and Ti is from 0.9300 to 0.9902 when the total of metal atom rates of Mn, Nb, Zr, and Ti is 1.

Provided is piezoelectric/electrostrictive body generating large electric-field-induced strain, and having high durability with respect to an electric field having a direction opposite to a polarization direction. A composition of piezoelectric/electrostrictive ceramics is represented by a general formula Pb a {Zn b Sb c (Zr d Ti 1-d ) 1-b-c }O 3 . As for a, b, c, and d, 0.985 ≤ a ≤ 0.998, 0.010 ≤ b ≤ 0.040, 0.025 ≤ c ≤ 0.090, 0.460 ≤ d ≤ 0.510, and 2.125 ≤ c/b ≤ 3.000 are satisfied. An accessory component containing at least one element selected from the group consisting of Mn, Cr, Fe, and a rare-earth element may be added to a main component. An additive amount of the at least one element relative to 100 parts by weight of the main component is 0.3 parts by weight or less in terms of an oxide.

Piezoelectric/electrostrictive ceramics are provided, which exhibit only a small change in properties after polarization, high insulating properties, and narrow variations in durability. A piezoelectric/electrostrictive element (1) has a laminated structure in which an electrode film (110), a piezoelectric/electrostrictive film (112), another electrode film (114), another piezoelectric/electrostrictive film (116), and another electrode film (118) are laminated in order of mention on a thin portion (104) of a substrate (102). The piezoelectric/electrostrictive films (112, 116) are ceramic films that include a perovskite oxide containing lead as an A-site component and magnesium, nickel, niobium, titanium, and zirconium as B-site components. Crystal grains in the piezoelectric/electrostrictive films (112, 116) have a core/shell structure with the shell portion having a higher concentration of nickel than the core portion and with the core portion having a higher concentration of magnesium than the shell portion. Such piezoelectric/electrostrictive films (112, 116) can be formed by firing a piezoelectric/electrostrictive material powder synthesized from a columbite compound.
