The method includes disposing a transparent conductive layer over a first substrate; forming a patterned photoresist layer over the transparent conductive layer; etching away first portions of the transparent conductive layer through the patterned photoresist layer, while remaining second portions of the transparent conductive layer; forming a first compensation dielectric layer, wherein the first compensation dielectric layer has a first portion between the second portions of the transparent conductive layer and a second portion over the patterned photoresist layer, wherein a top surface of the first portion of the first compensation dielectric layer is substantially coplanar with top surfaces of the second portions of the transparent conductive layer; removing the patterned photoresist layer; and combining the first substrate, a liquid crystal layer, and a second substrate into the electrically tunable optical phase modulation element.

The array substrate includes a metal wiring, pixel electrodes, thin film transistors and an insulation layer. The light absorbing resin layer patterns and the copper alloy film patterns are formed in an identical pattern being overlapped with each other. The copper alloy film patterns are arranged in a first direction to be insulated from each other. The transparent electrode patterns are arranged in a second direction to be insulated from each other. The control unit drives liquid crystals and detects a change in an electrostatic capacitance in a time sharing manner.
